H_1056 β€” fired-tension veto axis (completes the degenerate veto half of H_1054)

H_1054 (prior GREEN) showed the causal-agency T-axis = z(provenance-depth [H_932]) + z(veto-capacity [H_935]) is orthogonal to KOSMOS chronological time, but its veto half was DEGENERATE: the e7_31 anchors carry pending tension so the H_935 active-veto fraction saturated at 1.0 for every anchor (only depth was live). This rung supplies a FIRED-tension real anchor set and completes the veto component.

Faithful H_935 veto-capacity = veto-frac-of-impulse (n_active/n_should) is the
non-degenerate reading; per-silence (H_1054 metric) still saturates because the
fired drive is uniformly supra-threshold (honest diagnostic). H_932/H_935/
faithful_phi reused UNMODIFIED; phi mirror ==stdlib n=4,5. $0 CPU, no Lane A/G.
