Remove `wrangler` as a dev dependency as the only time it's used is in CI. Upgrade `cheerio` to a version that doesn't depend on a vulnerable `undici` version. Resolves: - CVE-2026-1528 (GHSA-f269-vfmq-vjvj) - CVE-2026-1525 (GHSA-2mjp-6q6p-2qxm) - CVE-2026-1527 (GHSA-4992-7rv2-5pvq)
