This pull request migrates the pre-commit hook configuration from the
.pre-commit-config.yamlfile to a new TOML-based configuration file,prek.toml. The migration does not change the actual hooks or their settings, but simply moves the configuration to a different format and location.Configuration migration:
.pre-commit-config.yaml.prek.toml, preserving all hook definitions and options.
