Add missing SAML config values to the UI

UI Release

• Ability to configure SSO from the UI
  • All the settings from the config/sso.js file can be configured from the UI
  • Any change made from the UI will override the sso.js values
  • The new values are stored at a different location (data/decrees/sso.ndjson)
• Add new configuration options
• Upgrade openid-client library
