- Introduce urn:blob:v3 support with backend-aware storage mapping
- Keep existing v1/v2 offchain flow unchanged to avoid regression
- Add router-side /api/v3/completions with isolated v3 storage handling
- Update miner v4 to read and write v3 offchain payloads using the URN backend map
- Restrict v3 flow to dedicated-node path for now as a safe rollout boundary
