Adds a Hebrew language pack entry for Basalt/Snowy watches. The pack is built from the Heebo font (SIL OFL 1.1) and enables RTL/BiDi rendering of Hebrew notifications via the extended font resource system. The .pbl was built from resources/normal/base/lang/he_IL/ in the PebbleOS repo and verified working in QEMU (snowy_bb2).

This accompanies RTL/BiDi rendering support added to PebbleOS (merged in coredevices/PebbleOS#941). Hebrew notifications now render right-aligned with correct bidirectional text ordering on Basalt/Snowy watches.
