I added the restriction pandas <3 via run-constrained

The updates for pybind11 3.0.2 (TileDB-Inc/TileDB-Py#2299) are backwards compatible

libtiledb 2.30.1 fits in the existing version range >=2.30.0,<2.31, so the manual pin does not need to be updated

The lint was fixed by no longer building against MACOSX_SDK_VERSION 10.14. If we end up deciding we still need this, we can always revert to this in the future
