Fix beta.2664 release notes and update build skill

Summary

Fixes release notes for 3.0.0-beta.2664 and improves the codap-v3-build skill to prevent similar issues.

Changes:

• CHANGELOG.md: Remove CODAP-1023 and CODAP-1027 from release notes (stories are still "In Project Team Review", not "Done")
• codap-v3-build skill: Clarify that only stories with "Done" status should be included in release notes
• GitHub release: Already updated separately to match

Skill improvements:

1. Added step 4 in Phase 2 to verify Jira status for each story ID before including in release notes
2. Clarified the interactive walkthrough flow for excluded stories - now explicitly asks about Fix Version updates with "Yes" as the default (since infrastructure improvements may not be user-facing but should still be tracked in Jira)
