Setting Up Terraform and OpenTofu for Declarative IaC

As a platform engineer,
I want a guide to setting up Terraform and OpenTofu,
So that I can use them to provision infrastructure declaratively.

Acceptance Criteria:
• Provide installation instructions for Windows (WSL), Linux (Ubuntu/Fedora), and macOS using appropriate package managers (winget, Chocolatey, Homebrew, Flatpak).
• Explain Terraform HCL syntax and state management concepts.
• Cover remote backends (Azure Storage, AWS S3, Terraform Cloud).
• List best practices for managing Terraform/OpenTofu modules.
• Highlight useful VS Code extensions for Terraform.
• Include CLI commands for Azure, AWS, and Google Cloud providers.

Dont forget to leverage the new container workspace we have created as this includes Terraform and Open tofu tooling. :)
