feat: migrate from circleci to github acitons for testing and release

Changes in this PR:

• Removed CircleCI workflow
• Replicated the workflow in GitHub Actions

release.yml:

• Migrated release to PyPi (now using OIDC)
• Migrated release of python package to Cloudsmith (now using OIDC)
• Pinned cloudsmith-cli-action to use @v1 to always grab the latest version of 1.x.x release

test.yml:

• Migrated black tests
• Migrate flake8 tests
• Migrated pylint tests
• Migrated pytest covering python 3.10 - python 3.14
• Added zipapp build and test covering python 3.10 - python 3.14
