Keycloak integration tests runs inside Keycloak argocd application. This is not good because tests may fail due to externals forces.

We are dedicating an ArgoCD application in a new wave (80) for integration tests.
We ensure that ArgoCD waves applications are created if and only if there exists an enabled Socle service.
