Summary

This proposal establishes a standardized operational risk operationalization framework for Canton-based infrastructure through ecosystem-facing monitoring methodologies, governance-aligned operational oversight workflows, and implementation guidance aligned with the GBBC Risk Mitigation Framework (RMF).

The initiative focuses on operational resilience visibility, Super Validator accountability, governance transparency, onboarding assessment workflows, and continuously monitored operational oversight methodologies for ecosystem participants operating on or evaluating Canton-based infrastructure.

SIG Alignment: regulatory-compliance

The proposal is designed as ecosystem-facing operational infrastructure and public-good operationalization guidance rather than application-specific tooling or protocol modifications.

The implementation operates exclusively as an external operational oversight layer atop existing Canton telemetry surfaces and does not modify protocol logic, governance structures, or validator operations.

Could you please provide some guidance on the correct process for adding the required labels (SIG, sponsor/champion) so the PR doesn’t automatically close? I noticed that in the main file, the SIG group and sponsor are already listed, so I wanted to make sure I’m following the expected process correctly.
