Collapse cockpit backends into one LangSmith deployment

Summary

• collapse all active cockpit langgraph and deep-agents backends into one shared LangSmith dev deployment
• replace per-capability deployment routing with a shared deployment URL and add generator plus verification scripts
• simplify the deploy workflow to build and deploy the shared manifest, and document the intended one-deployment footprint
