In other words, making withdrawn machines uneditable except for adding machine back to the list (to reduce the growing issues of people editing old machines for no reason)

In other words, making withdrawn machines uneditable except for adding machine back to the list (to reduce the growing issues of people editing old machines for no reason)
Also stopped spare ticket machines being edited to move them to another operator.
