Re-arm now requires the count to drain below a configurable percentage of the threshold (rearm_pct, default 60%), sustained for rearm_grace, instead of any dip below the threshold. A map-change shuffle that hovers near the threshold leaves the alert spent, so it no longer re-pings; only a genuine drain past the floor re-arms it. Cooldown stays as a backstop.

Adds the serverwatch set rearmmargin command and a 5th field in the Intervals panel modal. Also adds a version (1.1.0) to the cog.
