file in mini_dev dataset is accurate json format, but the script takes jsonl input.
azure api was the sole option for llm integration. this commit decouples a llm client class, which makes use openai api compatible llm serve possible.
reorganize & rewrite shell scripts, for better readability, easier configuration, and friendlier output

When using mini_dev for local testing, I found myself doing some boring tricks to get it running as expected.
So I make this PR to improve the user-experience without breaking the core logic.
