@gosuto-inzasheru those chains are considered out of scope as per BIP text. Only core chains and chains where v3 has been deployed get omni as admin aka others are considered deprecated |

d4e9d88 puts treasury council in place on treasury safe on base
Grant perms for amp updates for the newest v3 stable surge pool and the deprecated v2 factory that has been used by Rocket. Once these perms are granted, we can also finally execute #2649
