Fixes failing translation tests.

Changes:

Fix Language relationship: use code instead of locale
Use soft delete instead of force delete for orphaned translations
Ensure only one default language exists when creating
Fix test setup: add missing languages and correct column references
Fix command return value handling

All tests passing.
