migrate actionlint into .pre-commit-config.yaml

• migrate actionlint into .pre-commit-config.yaml
• let yq control formatting of our own yaml files (but following pre-commit conventions in the readme)

I use pre-commit-hook-yamlfmt for my pre-commit hooks as it gives me more control how I'd like to format my yaml files.

Thanks, I tried pre-commit-hook-yamlfmt but couldn't get it to play well with my .pre-commit-hooks.yaml file. I'll probably revisit that in the future
