This inclues a org.jetbrains.kotlin.jvm version bump to fix a warning about deprecated Gradle features.
We bump fabric-loom to the latest version because snapshots are incompatible with lockfiles. Why Gradle doesn't include checksums in the lockfile is beyond me, but this is still better than nothing.

This enables Gradle lockfiles and checksum verification. Another step closer to reliable reproducibility.
