India, one of the countries in South Asia, is a hazard-prone country where landslides, floods, and earthquakes occur regularly. In recent years, these natural disasters have been increasing day by day, resulting in massive loss of life and infrastructure. These hazards threaten millions of lives and thus cause financial, infrastructure, agricultural, and productivity losses that impact the progress and development of India on a large scale. In India, the initial responsibility for responding to disasters lies at the state and the central levels. Many Indian States lack disaster management plans and have limited resources. Considering these problems, this paper attempts to outline a more integrated and responsive disaster management system in India. Large-scale disasters bring together a diversity of organizations and produce high amounts of heterogeneous data that must be handled by these organizations. The major issue is the lack of a smart, intelligent, responsive, and centralized disaster management system that could integrate real-time data analysis, leading to early prediction models, track resources, provide automated citizen support, interaction through chatbot and help system through live locations of the victims stuck in these hazardous disasters and accessibility across various platforms for multilingual alerts. Thus, the primary goal is to address these issues and create an interactive visualization that enhances preparedness, response, and recovery in the event of any disaster.
Proposed Solution
The proposed system is an AI-integrated Disaster Management System, which is a comprehensive, multifaceted solution to the challenges of the modern disaster management system. It is designed to predict disasters, optimize emergency resource allocation, inform about alerts, and ensure real-time communication with citizens through multiple platforms.

AI-Based Disaster Prediction It is the proactive arm of the solution, aiming to reduce the impact of disasters that are going to occur. Using a powerful machine learning model trained on the dataset, including both historical and real-time data forecasts, the natural disasters like floods, earthquakes, landslides, and wildfires are classified into risk zones as high, medium, or low severity. By analysing a wide range of data points, including climate conditions, rainfall patterns, soil saturation levels, temperature, humidity, wind, and vegetation density, it helps to predict the likelihood and location of future events, including the time as well. This predictive capability helps the authorities to make decisions well in advance and to know the areas in India that are currently at risk and prioritize those that require immediate assistance and are prone to disasters. It helps them to deploy the resources to the people who are going to face the disaster threats, thus preventing the initial loss of life. This foresight empowers them to take timely action, which includes alerting communities, preparing evacuation plans, preparing healthcare and relief teams, and stockpiling the required supplies. As a result, it significantly enhances readiness, reduces response time, and ultimately helps in minimizing the loss of life. By shifting the focus from reactive to proactive disaster management, this system plays an important role in safeguarding communities and building long-term resilience.

Severity Heatmap focusing on India This section outlines the implementation and functionality of the heatmap component, which is interactive and serves as a critical visualization element within the web-based dashboard of the disaster management system. It provides a dynamic representation of the severity and type of potential and original disasters, offering a clear overview and enabling authorities and responders to quickly assess the situation and make informed decisions at a glance. It displays real-time disaster-affected zones in color-coded formats to indicate the various disaster possibilities. The core functionality of the heatmap involves:
• Data Integration and real-time updates: The severity heatmap’s functionality relies on the data integration pipeline. It depends on the real-time data instead of the static one, and it pulls the information from two primary sources:
- AI-Prediction Engine: The machine learning models that are used in our system process the real-time sensor inputs and patterns based on historical data to forecast actual disasters such as floods, earthquakes, and more, where each prediction includes precise geographical coordinates and a score of severity, forming a core layer of the data of the severity heatmap.
- Citizen Reported Data: Public portals and communication channels help citizens to report incidents directly. After validation, the reports are combined into a live data stream that adds value to the ground insights.
• Visualization and color-coding: The visualization and color-coding are a crucial feature of the severity heatmap, giving a clear and quick identification of the location and the incident type. Color-coded markers and interactive legend: The color coding helps the authorities, as well as the users, to give a clear overview of the place where the incident occurred, along with the type of incident, so that the preparation can be done and immediate help can be provided. Thus, on the heatmap, each disaster type, like flood, cyclone, drought etc, is assigned a unique color, and their representation is also done using a legend on the map to avoid any kind of confusion, and everything is clear and simple. The use of distinct, high-contrast colors helps in a quick visual identification.

Resource and Volunteer Management The timely deployment of personnel and supplies is a challenging task during disasters; therefore, the DisasterSphere platform addresses the need for managing and assigning resources and volunteers. A centralized database tracks the volunteers available at that time, along with their skills and current location. Also, real-time data of resources such as food, water, and medical supplies is maintained so that when a disaster alert is triggered in a particular zone, the system can present administrators with a dashboard displaying resources and volunteers, enabling the creation of targeted assignments linking specific volunteers to resource requests at a particular location. In the volunteer management section, DisasterSphere also provides a form for the volunteers who are available at disaster risk locations and are willing to help the people with any kind of resources, like food, shelter, or medical aid, and provide assistance to the victims during this incident. Thus, it takes care that each individual who is stuck in any kind of disaster receives help either from the nearby areas or immediate help from the higher authorities.

Multichannel Alert System Communication plays a vital role during a disaster situation. DisasterSphere provides a great alert system that helps in proactive engagement with the public, ensuring accessibility even for those individuals who have limited connectivity or technology. It involves the citizen reporting through an intuitive web-based form where the citizens can report incidents, describing the problem, type, severity, and location. Thus, the data that is collected from the citizens provides valuable awareness, enhancing the heatmap and guiding the response planning. It also provides multilingual support so that the alerts can be delivered in various languages and support can be provided to the entire population. The system also sends alerts automatically via SMS, emails, and notifications on mobile phones, delivering timely warning to the communities that are at risk. Thus, by providing this automated communication feature, it helps people to stay warned about their areas of living and be ready in case of any mishap.

Citizen Support through Chatbot For an immediate support channel, an integrated AI-powered chatbot is also designed, which is accessible in the platform, serving as a crucial point of contact for the authorities, volunteers, and citizens. It helps in answering common queries or questions that are frequently asked regarding the preparation of the disaster, safety protocols, and the steps to be taken during a disaster. It is designed to provide real-time updates on the status of the disaster, and for volunteers, it can assist in figuring out the assignment details and resources that are available. The citizens can also use it to submit help requests, which are then prioritized by the system. This functionality of the chatbot provides an interactive and user-friendly interface, which reduces the burden on humans and ensures that the citizens have enough knowledge and support even during a communication blackout.
Methodology
The DisasterSphere platform is a full-stack web application built with a modern, modular technology stack to ensure performance, reliability, and scalability.
• Backend: The backend is a lightweight yet powerful RESTful API built with Flask. It handles data persistence, business logic, and communication with the machine learning models. Authentication is managed securely using JWT (JSON Web Tokens).
• Frontend: The user interface is a dynamic Single-Page Application (SPA) developed with React. It uses a component-based architecture for reusability and maintainability.
• Database: The system uses a SQLAlchemy database layer to manage structured data, including user profiles, sensor data, and resource and volunteer records.
• Machine Learning: The prediction engine is powered by Scikit-learn, with models like the RandomForestClassifier trained on historical disaster data (india_disaster_data.csv).
• Visualization: The mapping and visualization components are built using the Leaflet.js library, a lightweight and open-source mapping solution, seamlessly integrated with Google Maps data.
• Styling: The application's design is a blend of Tailwind CSS for a utility-first approach and Material UI for pre-styled, robust components, ensuring a responsive and visually appealing user experience across all devices.
