* Creates new CohereClient(BaseLM) class in rlm/clients * Adds new dependency on `cohere` package to pyproject.toml **Testing** To test, I updated quickstart.py to point to backend="cohere" and to point to "command-a-03-2025". make quickstart runs successfully afterwards.
