Upgrades the Gradle wrapper to 9.1.0, bumps Kotlin Gradle plugin to 2.0.21.
Found setting Kotlin 'jvmTarget' to 1.8 was required to match targetCompatibility, not sure if this has implications elsewhere.
Resolves #510
