This commit adds comprehensive documentation to the repository. It translates the README.md to English, adds Google-style C++ docstrings to all functions in src/main.cpp, and translates all code comments and user-facing serial messages to English.

PR created automatically by Jules for task 6171553249997909921 started by @alazndy

This commit fully documents the RCPS Radar Collision Prevention System repository.

Key changes include:
- Translating the entire README.md from Turkish to English and updating its content for clarity and completeness.
- Adding high-quality, Google-style C++ docstrings to every function in `src/main.cpp`.
- Translating all existing code comments and serial log messages from Turkish to English to improve maintainability and accessibility for a wider audience.
- Addressing minor code style issues found during code review, such as updating a placeholder date and ensuring the file ends with a newline.
