docs(backlog): Q232 done — GMC v1.1.0-rc.3 cut, unblock Q224

Cuts the GMC release v1.1.0-rc.3 (Q232) and reflects it on the Queue.

What was done (outside this diff)

• Tagged + pushed v1.1.0-rc.3 on main HEAD (76ec406), which bundles the live-dogfood fixes merged after rc.2: Q227 (feat(chart): permit GMC system-cluster-critical pods on GKE via scoped ResourceQuota (Q227) #428, PriorityClass quota), Q228 (fix(gmc): start v2 controllers only when v2alpha1 CRDs are installed (Q228) #429, v2-controller startup), Q229 (fix(gmc): allow node-local-dns peer in egress NetworkPolicy DNS rule (Q229) #430, egress-DNS).
• publish.yml run 28314679059 green: 4 multi-arch images + main chart + v2 CRD chart pushed, cosign-signed, SBOM + SLSA provenance attested.
• Verified: make verify-release VERSION=v1.1.0-rc.3 (all 6 signatures OK), both platforms in each index, SBOM attestation OK, provenance OK for all 4 images.
• GitHub pre-release cut with digests + verify command.

This diff (STATUS.md only)

• Remove the completed Q232 row.
• Q224 🚫 → 🔲: the release now bundles Q227–Q229, so runner validation can proceed (bump GAG_IMAGE_TAG to rc.3 + dogfood-start). It's now the top unblocked item.
• Q231 blocker retargeted 🚫 GMC-release → 🚫 Q224 (the dogfood must be deployed first; the image blocker is cleared).

Testing

make lint-status, make plan-index-check, make no-plan-refs-check all green.
