Adds Q232 to the top of the Queue: cut a GMC release carrying the three fixes the live GKE dogfood session surfaced.

Why

Q227 (PriorityClass quota), Q228 (v2-controller startup), and Q229 (egress-DNS) are all merged to main but absent from any released image. Q224 and Q231 are both blocked on "a GMC release with those fixes" — but that release was tracked only as prose inside their Notes, with no pickable item. This turns the implicit blocker into a 🔲 ready task (the fixes are merged, so it's actionable now) and makes it the explicit unblocker for the dogfood milestone.

Change

One docs/STATUS.md row, top of Queue (milestone infra, 🔲, S). Cut per docs/operations/release.md. lint-status green.

The fixes the live dogfood session surfaced (Q227 PriorityClass quota, Q228
v2-controller startup, Q229 egress-DNS) are all merged to main but absent from
any released image, so Q224/Q231 are blocked on a release that nothing tracked.
File it as a ready S item at the top of the Queue — actionable now, unblocks
both. Cut per operations/release.md.
