Fix: fix openssl not being found during nix build

I tried to nix run github:VERT-sh/vertd, which fails when builting vertd-deps.

  It looks like you're compiling on Linux and also targeting Linux. Currently this
  requires the `pkg-config` utility to find OpenSSL but unfortunately `pkg-config`
  could not be found. If you have OpenSSL installed you can likely fix this by
  installing `pkg-config`.

Looking at the flake, I saw on

vertd/flake.nix

Lines 62 to 66 in ed746da

that openssl is only on the buildPackage, and not commonArgs so it's also included for cargoArtifacts. I also moved openssl to buildDependencies since it's a runtime dependency as well as build time.

I wonder if it's feasible to rather use rustls over openssl so this isn't needed at all
