All nine micro-lemma issues (C9.1–C9.4, N9.1–N9.5) already existed but had no centralized owner registry or status tracking. This PR adds the missing coordination layer.

docs/obstruction-scoreboard.md— single source of truth for D9 micro-lemma status across both tracks; includes per-issue owner, traffic-light status (🔴/🟡/🟢/⚪), and an intra-track dependency graphdocs/coordination-map.md— owner assignment tables (@GrokCollatz → all C9.x, @NS_Analyst → all N9.x, @TOTOGT → meta issues), 6-step contribution workflow (branch naming, commit locations, PR linking, scoreboard update protocol), and quick-link indexIssue ↔ owner mapping
