Replace inlined JuliaRegistries/TagBot with the canonical thin caller (SciML/.github tagbot.yml@v1), and drop the redundant stdlib skip list from the centralized downgrade caller (now auto-populated). Canonical CI cleanup for SciML/SparseWithDenseRowColMatrices.jl.
SciML/.github/.github/workflows/tagbot.yml@v1). Not a monorepo, so no subpackage matrix.Static validation only: edited YAML parsed with PyYAML and TOML parsed with tomli/Julia TOML. No instantiate/precompile/tests run.
