What this PR does / why we need it:
Running utilities-unittests only checks that existing tests pass. It does not tell contributors or AI assistants when new utilities unit tests are required. This change help in doing utilities unit test assessment before commit. If we do it before , we could avoid runtime CI failures.

I experiment , i add a function in data_utils.py. Without this PR, it doesn’t add a test for newly added function.
