Audit job materialized the boundary artifact from a *_FILE path secret that can't resolve on a CI runner → step failed → custodian never ran (audit red, R2 dormant). Switch to the B64 content secret (graceful skip if absent) + set core.hooksPath (clears W2). Unbreaks audit CI and activates R2 enforcement.
