Fix/streak freeze status code

Summary

Fix incorrect HTTP status code returned by POST /api/streak/freeze.

Changes

• Return 201 Created when a new freeze is created.
• Return 200 OK when the freeze already exists.
• Preserve existing response payload and already_existed flag.
