What
Bumps all base-image dependencies to latest upstream and syncs the stale Dockerfile
ARGdefaults to match.env.sops unchanged (already latest).
Why
Routine dependency refresh. Alpine 3.24 is a new minor — verified via local build.

docker build(arm64) on Alpine 3.24 succeeds; all tools report new versions and helm plugins install cleanly.Breaking changes
None expected. Alpine 3.24 base bump — consumers pinning the previous Alpine release should validate.
