Adjust config for eval_backend_perf, add BaseRunner and BaseBackend
根据 #607 设计的方案
修改了输入，创建了两个基类
（或者，BaseBackend应当是Protocol的形式，不应要求显式继承？）
也调整了现有单测，匹配现有逻辑。后续继续迭代
