Show sidebar trigger only when sidebar is collapsed

Summary

• Make the sidebar trigger visible on desktop when the sidebar is collapsed, instead of hiding it behind the mobile breakpoint.
• Keep the trigger hidden while the desktop sidebar is expanded so the sidebar rail remains the primary toggle.
• Apply the same trigger behavior to chat, settings, home, and project subpage headers for consistent navigation.

Testing

• Not run (PR description only).
• Checked the diff for the trigger visibility changes across all affected headers.
• Verified the sidebar trigger now conditionally hides on desktop based on sidebar open state rather than viewport width.
