Widen side-panel resize handles

Summary

• Increased the pointer target for chat preview splitters and sidebar rails so resizing is easier to grab.
• Swapped the visible resize indicators to subtle pseudo-elements, keeping the handles unobtrusive while expanding hit area.
• Softened border contrast on the inline diff and sidebar panels for a lighter visual treatment.

Testing

• Not run (PR content only).
• Review the updated resize affordances in the chat preview, diff inline sidebar, and collapsible sidebar states.
• Verify pointer resizing still works on both horizontal and vertical splitters, including offcanvas/collapsed sidebar behavior.
