Main changes explained:

• Added an information (ⓘ) icon next to the “No-show rate insights” title to provide contextual help.
• Implemented a hover-based tooltip that explains how insight bars and percentages are calculated.
• Tooltip clarifies that:
• Percentages represent the average no-show rate for the selected category (Event Type, Time, or Location).
• Data is aggregated across all matching events within the selected time range.
• Higher percentages indicate a greater likelihood of participants not attending.
• Made the tooltip content dynamic, updating automatically when users switch between insight tabs.
• Improved overall user confidence and interpretability of participation metrics without altering existing calculations or data logic.

How to test:

1. check into current branch
2. do npm install and ... to run this PR locally
3. Clear site data/cache
4. Navigate to Community Portal → Reports → Participation → No-show rate insights.
5. Verify that the ⓘ icon appears next to the section title.
6. Hover over the ⓘ icon and confirm that a tooltip is displayed.
7. Check that the tooltip text:
   a. Clearly explains how percentages are calculated.
   b. Mentions aggregation across events within the selected time range.
8. Switch between Event Type, Time, and Location insight tabs.
