Summary

Enriches the governance proposal submission docs using recent OCG proposal submission work.

Changes:

• Reworks the proposal submission page into a clearer end-to-end workflow.
• Adds operator-assisted submission guidance without making it a duplicate workflow.
• Points contributors to Protocol Visualizer as the live source for active Olympus Kernel contract discovery.
• Adds an agent-oriented proposal prompt page that can be handed to an agent to bootstrap proposal work.

Agent Prompt

The new agent prompt is intended as a shareable markdown/runbook artifact. It includes:

• Required human inputs.
• Protocol Visualizer GraphQL usage.
• Governance contract orientation.
• Proposal simulator Solidity shape.
• Mainnet-fork test shape.
• Dry-run and submission checkpoints.
• Proposer readiness checks.

Verification

• pnpm markdownlint passed for the two changed governance docs.
• pnpm build passed.

The build still reports existing unrelated broken links in legacy/user-guide pages, but no new governance-doc link issues.
