Ah, if we're thinking about changing this, then I think it would make most sense for somebody from the foundation board to be primary owner, especially for the legal and financial side. I'll brazenly suggest me (google@infinisil.com) to be the primary owner and I'd expect other @NixOS/foundation board members to be okay with that too (and SC members?).

Yes, I think the proper thing is for the Foundation to have legal ownership, and to designate one or more people, probably directors, to hold whatever physical keys (passwords, email-based accounts, etc.) actually grant access.
