Adds integration with plexora to SS14

Why / Balance

Plexora has multiple useful functions we wish to tie into

Technical details

Utilizing a newly created endpoint pulls data from plexora about what donation tiers a person has access to (twitch, patreon, etc) then associates that with a prototype that will hold their perks (if we add metacoin for example the prototype would store bonus metacoin values).
Adds cvars relating to plexora and wizden's patrons
Disables the patreon section of the credits, may be re-added later
