Several updates:

  • Synchronizes changes with MEOS 1.3
  • Update workflows
  • Replace Black with Ruff
  • Drop support for python 3.8 and 3.10

The library is functional now, but waiting until PyMEOS is also synced to avoid creating extra PRs if any change is needed
