This PR introduces Liger kernel with RMSNorm, MLP, fused_crossentropy. Liger RoPE is not included as we are using sequence packing. In my experiments, the RAM reduced from 12GB to 8GB, but throughput went down from 27k to 23k. Here is the weights and bias log: https://wandb.ai/local-research-group/liger-kernel?nw=nwusergalopyz.
