On Windows the GDAL wheel can be downloaded here: https://www.lfd.uci.edu/~gohlke/pythonlibs/#gdal And call pip install -r requirements -f path/to/the/wheel.whl On Ubuntu, libgdal-dev must be installed (apt-get) first.
