Upgrade self-hosted Sentry to 26.3.1 with the new default stack and install flow

What Changed

The default install now sets up the newer stack, including PGBouncer, SeaweedFS, Taskbroker, and Uptime Checker.
Profiles data and node storage now use SeaweedFS, and Postgres settings can be migrated automatically to use PGBouncer.
Install now supports both Docker and Podman, merges .env.custom with .env, and adds prompts for automatic config updates when needed.
You can now set up custom CA certificates and local JS SDK assets during installation, and the installer includes an errors-only profile for smaller setups.
The install, compose, and test flows were updated to cover the new services and migration paths.
