Two guidance sections for Cesar (AGON.md is loaded by cesar/brain.kern): - Orchestration: route deliberately — answer directly for lookups, escalate modes by stakes not reflex, honor user-named modes. - Git Workflow: never commit/push to main; feature branch + PR; applies to builder auto-commits; gate-green before "done". …LE 2c) Move the "route deliberately" discipline from AGON.md into CESAR_SYSTEM_PROMPT so it actually shapes Cesar's routing instead of just documenting intent. RULE 2c — mode is a choice, not a reflex: orchestration (Brainstorm/Tribunal/ Campfire/Council) is for tradeoffs and decisions, NOT for finding an answer you can produce yourself. "Find X / any issues in Y / how does Z work" = investigate and answer directly, not brainstorm. Escalate by stakes; honor user-named modes. AGON.md keeps only the git guardrail (never commit/push to main); the routing section is removed there since it now lives in the prompt.
