This Makes a bunch of different updates while we were finalizing the UPT tool for their campaign. We had a few different changes of direction with the tool, like abandoning the proactive 311 ticket status change tracking and text updates, so some functions have been left in the code for future reference but aren't being used.
I also need to do a pass cleaning up some other unused parts and delete old resources on AWS, I'm just waiting for UPT's important April deadline to pass before touching things.
