Requesting manual merge — the two remaining guideline failures are name-inherent and we'd like to keep the name:

1. All-caps name: FRANK is the established project name (a structured JSONL debug-event protocol — "Chrome DevTools for Julia apps"). All-caps names have General precedent (HTTP, CSV, JSON3, GLM, POMDPs).
2. Similarity to FLANN: edit distance 2, but no plausible confusion — FLANN is Fast Library for Approximate Nearest Neighbors (C++ binding); FRANK is a diagnostics/event protocol. Different domains, different letters pronounced, an English given name vs an acronym.

Repo URL guideline already fixed (repo renamed to FRANK.jl). Tests: 75/75 passing on Julia 1.10/1.11. This package is the diagnostics weak-dep of JUI.jl (registration to follow).

Happy to address any other concerns. Will post in #pkg-registration on Slack for visibility.
