mupen64plus core requires SDL3.dll, and the RMG-K plugins (GLideN64, RMG-Input) link against Qt6. Also adds ICU, pcre2-16, md4c, and double-conversion DLLs required by Qt6Core/Qt6Gui. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
