We setup cells M4, M5 & M9 on the Board Status as places for the Daybreak CAC persistent effects (using "Merge and Center cells" so they match with the other status lines), and update the specials line on the Image Data tab to include this values.
The tinyscheme update in 2.10 broke the getcsvline parser. This isn't a good fix, but is somewhat minimal and works for me.

closes #48 by adding support for the 3 Daybreak CAC's with persistent effects.
The VB script and gimp changes are hopefully fairly straightforward. The spreadsheet changes are minor and mainly involve ensuring that the new status flags are passed through to the image generation scripts.
