Thanks, Dependabot. Closing this one intentionally rather than merging it in the current maintenance pass.

Although this is a patch release and the PR checks were green, it changes the Rust dependency lockfile around the random/WASI dependency path. For this repo I want dependency changes in that area to move through a deliberate Rust dependency refresh with the normal release notes and verification trail, not as a standalone automated bump.

No action needed from Dependabot here; this can be recreated or reopened when the Rust dependency refresh is in scope.
